Unit Charter Renewal System - Frequently Asked Questions
 

 

Q    Is there any timeframe during which a unit renewal processor cannot register and load council data into Internet Rechartering?

A    Yes. The unit must be within the default access window, that is, two months prior to the unit expiration date and two months after the unit expiration date. Additionally, a unit will not be able to load the “real-time” council data during national’s weekly system maintenance period, which is normally from 9 p.m. Saturday to 6 p.m. Sunday (Central Time). Processors who have already registered the unit and loaded data can continue processing and submitting the data during this time. 


Q    What can we do if the unit renewal processor has begun the Internet Rechartering process but cannot complete it?

A    The council and unit leadership must determine the best course of action. There are two possibilities: the council resets the user profile (but not the data) and a new processor continues registering the unit, or the council resets both the profile and the data, and a new processor starts over.  


Q    Can multiple units chartered to the same organization all have the same renewal processor?

A    Yes.  The unit determines the adult who will be its renewal processor.  For example, a pack, troop, team, and crew all chartered to the same organization may select the chartered organization representative as their renewal processor. That person will need an access code from each unit and the appropriate paperwork.


Q    What happens if a unit is submitted but the paperwork is lost and the renewal processor is out of town?

A    The council can use the Web Administration feature to print the paperwork.  


Q    Can the council registrar process the unit before any real paperwork is received?

A    Once submitted from Internet Rechartering, the unit information is saved as a 'batch on hold' in PAS (the database used by BSA). At any time, the council can open the batch, view the information, and place it back on hold. The unit is not posted until the appropriate forms are received, payment is verified, and the registrar has reconciled the renewal with the paperwork.


Q    Can a unit turn in more new adult or youth applications after submitting the recharter information?

A    Yes, and in fact units are urged to turn in new applications in a timely manner. The registrar will any new applications received after recharter information is submitted. 


Q    The final step in Internet Rechartering is to print the Unit Charter Renewal Report Package. Does the unit turn in this entire document?

A    Yes.  This package includes the charter renewal application, which must have the appropriate signatures, but all of the information is important to the council.


Q    Does the council or the unit processor mark a unit as a Quality Unit or an on-time unit?

A    The council. When the 'batch on hold' is opened by the council registrar, these designations are made as in the current process. Internet Rechartering does allow the unit to check the 100% Boys’ Life recognition box.


Q    Does Internet Rechartering handle bulk Boys’ Life subscriptions?

A    No. If the unit requires bulk Boys’ Life subscriptions, the council must identify the bulk recipient, change the appropriate subscriptions from individual to bulk, and recalculate the fees, as necessary. All foreign addresses will be calculated with the Boys’ Life shipping surcharge. Note that an APO address is not considered a foreign address.
